In the episode Gingerbread, Amy turns herself into a rat and remains that way until season 6. When she is finally turned human again, she plays an instrumental role in Willow's abuse of magic.

Is Amy a bad witch? is she out to do evil? Or is she just looking to experiment with her magic and not really concerned with the consequences?

I think we should think back to your discussion on the Gingerbread episode, Bryan. There's no dark or light side of the force, just force. I think that Amy is neither a good witch or a bad witch. I think she is self-serving. And I think she has a grudge against Willow. I think she's an addict and wants to spread her misery. Have you read any of Season 8? I don't want to give anything away, but Amy's character goes on in comic book form.

I believe Amy's not too different from Willow in the middle of season 6. She sees magic as a tool to be used to change the world according to here wishes, with little regard for the consequences. Between season 6 and 7 she does develop a grudge against Willow, but at no point does she do anything outright evil (killing innocents, destroying the world or anything like that). So, no, she's not a bad witch. Just a selfish one.

Amy is a complex character and I think it's hard to say whether she is all good or all bad. In other words, she doesn't fit neatly into one category or the other. She didn't start out bad certainly, but I think all of that stuff with her mom left her vulnerable to abusing magic herself..which she eventually did. I agree with smartgirl that Amy is only out for herself and certainly holds a grudge against Willow, this is very clear in S6. I don't want to spoil anything for those who haven't read the S8 comics, but let's just say that Amy goes on to play a much larger role in this season..I think it really is a true testament to Joss that even his minor characters have complexities...
