Regarding
When was it over.

You mentioned Oz' lack of hours actually spent on school grounds Lol
but his worry over Wills use of magic never came up and I think had s4 been void of Veruca,Willows spiral into Bad Magics would have been their downfall(not unlike Tara and Willow's Relationship).

Very interesting point. I can see how Willow's abuse of magic would have been a downfall in her relationship with Oz. I think that both he and Tara had that in common in that they were concerned about Willow's use of magic and how deeply she delved into it. I think that this would have been a little forced in season 4 only because we haven't really seen a lot of solid development in Willow's magic yet so to go from season 3 just dabbling to season 4 dark willow might have felt rushed.

I wonder what that moment would have been like when Oz told Willow that he didn't want to be with her anymore because she was going too far off the deep end with magic. How might that have been a different situation than with Tara? Any thoughts?

Tara's outburst was pretty shocking...She's normally calm and passive,but so is Oz(Their really similair personality wise).
Oddily I don't think they would have broken up...I feel like Oz would have stayed and helped Willow through it.
Then after he would have pulled some sort of "I've looked after you for months ,I need time to regroup"

Basing it all on this one line from Oz(Fear Itself)

Oz:  “Oh, I’m with you on the reference, but – I won’t lie about the fact that I worry?  I know what it’s like to have power you can’t control.  I mean, every time I start to wolf out, I touch something –deep – dark.  It’s not fun.  But just know that what ever you decide, I back your play.”
